Thank you H4; I did not see how what I said could be misunderstood, but I suppose its only fitting that a simple statement could be misconstrued in a persons mind to mean something completely different.

NOW3P: I don't know how you can imply what I've stated to mean what you thought I was implying. I made a simple point, and intended nothing further from that point.

After you frost it, you can chill it overnight. Once chilled, you should be able to cut it much easier. After its cut, then it could be microwaved and served. I'm not sure where about you are having your reception, but if there is a kitchen at the facility then perhaps this is doable. If not, then as you stated: Perhaps cook it, chill it, slice it, heat it frost it.

Detmer: You wouldn't cook the meatloaf cake as one huge cake. You'd need to section it off and make it with smaller sections. For cooking, make sure the cake is a little drier so that it holds together better (more breadcrumbs). After its cooked and cooled some on a draining rack, you'd need to level off the tops. Use ketchup inbetween the loaves, but make sure to leave about 1 inch of clearance room so the ketchup doesn't get on the sides. After you have the cake stacked, you'll want to trim the outside to give it a good appearance. For the "frosting" buy some instant potatoes and put on a very small layer around the "cake". After that you can proceed to frost the whole cake with the potatoes. For decoration, you can pipe the potatoes just like frosting to give it a cake look. If you need to add any colors, food coloring can be added with the potatoes and it will be fine.

I believe TIE has killed two untags, and they were for retalling in a manner that is not acceptable. Furthermore, TIE did not hit Gogy's country once; and I don't believe he is whining about killing untagged countries. I believe he is whining about them killing his country for making one landgrab on them.

With that said, it is an Alliance server, and I'm surprised Gogy wasn't killed sooner by someone else.

I'm not saying that your use of correlation is incorrect. I agree that there is most likely a correlation. I just don't believe it has much to do with effective governance at the national level.

Of course, the thing I fail to see in your thesis is what your definition of effective governance and how you would go about measuring it. You seems to suggest that security and corruption would be the main indicator of poor governance.


I also take issue with your claim that "population centers within a country are governed is really determined by the national government either directly or via an intermediate level like a state or a province." Here you have two distinct governing bodies, and the governance of a state/province/municipality has much more affect on the population center than a national government.
