I'm not going to go back as far as TGA, but there was a set around the time council started where it was best to have an even number of tyrs and dicts. If you did it right you could basically kill a country with one of each, but the trick was to keep the tyr just barely in range. So even though it wasn't scary on its own, with the dict to bring the break down you would get huge returns once the tyr could start hitting, sometimes getting a kill before the 5 civ minimum. I'm pretty sure that only lasted one set, but the smaller country in this situation was definitely the scarier. Though it was best to keep the dict as small as possible too.
And as far as sanct goes, I never said they were good, just the only test I had last set. well, that and the random op to test things. And by random, I truly mean random, even spied some clan mates as determined by a number generator :)
I would actually rather have Dicts for finishing also, just because it is so much easier to speed hit as a dict. Last set I could unload 60 attacks in ~7 seconds with a Dict, and trying Tyr out this set I can get nowhere near that because I need to regain readiness in the middle of the run.
In war, Tyrs are good if you are a techer, or have a crazy stockpile of missiles. I'd rather have a Dict otherwise.
