There are good peoples in Country A's alliance. I'm not sure Country A's alliance would support his claim to L:L in this instance. Talk with them, I'm sure they will sort it out.

Simple fix. All restarts are automatically assigned the tag they were wearing when killed and must remain in the tag for 72 hours. That would go a long way to solving the current issue where restarts with mountains of stock are free to do whatever they please but the alliance that made that stock possible is not liable.
