Any action on their behalf during their war contributes to their war effort. It may not be as direct as participating in kill runs, but sending FA is a less direct contribution too. This, using turns and resources to retal land grabs against them, is just as much a contribution. If DTCP was an insignificant tag full of morons and "n00bs" nobody respected, would you accept PowerNap's cross-tag retaliatory strikes? Or would you take advantage of them, farm them, and retal PowerNap for their land grabs?
The point I'm trying to make here is that Policing is a time honord and sanctioned use of cross-tag retaling. PowerNap is cross-tag retaling for DTCP.
