Turns are great in tournament, you cant go wrong with turns if you use them to boost your mass-exploring. Though a few points in expenses early can help a lot if you are gonna run high military at the end and perhaps for while in the middle. ofc in the last few days indy booms are mandatory for indies.
I meant after they sell food...so basically if you don't switch to Theo after selling food, you just max out military tech with current Government and buy off private or pub.... Instead of switching?
