If you are in GDI you cant attack people that has not attacked you from 6 hours from the end.

Humanitarians shrinkage is another thing and it is only a thing in the last 30 turns which means it has just barely started happening.

why would you want to attack at end of set? besides obvious reason aka ruining other set or retalling.
