instead of giving stuff to countries that restart

create a salvaged goods pile with some of the resources from killed countries in an alliance

then allow those goods to be used in FA packages, perhaps at a 1:1 ratio

so say i died with 40b stock

if someone wanted to fa me 2b stock on my restart then it would cost them 1b and id get 1b out of the salvaged amount, which would be perhaps 25%

this way war tags need more interaction and strategy in getting people back in the fight, something which has been largely missing for a long time

and countries would need to be tagged to benefit from it

if you wanted to limit it to working better for bigger tags you could make it so you can only use 10% of the pool/reserve in a package

so if you had 10 people and 1 person died

first one could send 10% back, then 10% of the remainder so 9% in the second package and so on

but a 2 person tag would only be able to send 10% per day so it would become less useful for suiciding

Certainly a much better setup than the restart bonus of yore.
