hi guys.. i was looking for declare war option in war room but not available. or the declare war not available if the game about to end..?

You can't declare war in express but usually it's in the drop down menu like a type of attack

Send 4 PS on the country you want to war, that should do the trick...

yea dec war was removed from soloservers since it had not much use.
