Similar to the Alliance restart bug, but in this case when registering Countries for new FFA set, in which 32 countries are created instead of 16 (two countries for each registered name).

I've been getting this bug for about a year it's not much in having to delete the extra countries, its when you have to restart if you die where it effects you the most.
