I believe that everyone can view this now, but I'm not sure. We've created an ingame system that provides tips and advice based on what page you are on and your current country state. The idea is to guide new players in the right direction and to provide useful information even for lazy old players.

We're still in the process of building it up and fixing bugs, so please let us know if you have grammar/style suggestions, content suggestions, or if you feel like your country is receiving incorrect or poorly explained advice.
