Hits don't kill a country. 0 civilians kills a country. Therefore civilians killed is a better statistic than simply hits.

On the subject of police; You can try to enforce a policy of retalling for RR, but that likely won't end well for you or your alliance. Imagine if every alliance decided to take you up on the offer?
