[BUG?] False 'country is dead' message

I was nuking a country the other day in ffa. When target was down to 9 acres I couldn't send any nukes anymore. I get a message the country was dead. But I still could send chems. When I looked the country up ingame it showed up alive with 9 acres left. What's wrong?

just wrong msg, you apparently hit rock bottom where nukes can't be used anymore since nuke kills are impossible (just like spy kills).

we almost agreed- but then i realized toilet paper carries a demonstrable use in the first world. we aint colourds', son, snd this aint no ancient seabed, snd rome aint not fallen close enough to now for them to matter.
