Do what you want, at that age, s/he has earned the right to change sexes if s/he wants...on that note, medicare should not cover that procedure at all, ever, as it is not a required procedure, it's a choice...

medicare probably covers it because according to the psychologists, it's not a choice. it's a defining characteristic.
