In the English speaking world, quarter of nine is certainly 8:45. It isn't up for debate lol. It may be obscure but it's not a matter of opinion. It's 8:45 and for the reason I gave above

and vic i don't consider it obscure at all: it's how i word it every time i speak it. but i get varying responses.. some ask me what time, i say (in a twenty four hour clock), it's a quarter of nineteen hundred.. which i mean to say is six fifteen.. some people understand but generally most people simply look at their phone, though, and determine the time on their own

it is three aught seven in the am: is this fifty three of four or is this fifty three to four?

fifty three of four i understand to mean fifty three minutes of the fourth hour.. fifty three to four suggests, while in the third hour, that there is fifty three minutes until we change the hour..

what am i unable to wrap my head around on, for this?

lol i love you bradey. all i know is, in all of my 29 years, i've both said "quarter of" and have heard it more times than i can count. thousands and thousands ...
and i've never once encountered someone who thought "quarter of" meant anything other than 15 minutes before the hour :p

I can honestly say I've never in all my life ever heard someone refer to time as quarter "OF" a particular hour. It's always been referred to as quarter "TO" a particular hour.

i wear sunglasses when i go out to smoke, they are a dark brown with shaded lenses.

nope, when you wear a blazer or sports coat, you need pants still. the pants are essentially suit pants, but the fabric is different from the jacket.

for a suit you take one large swath of fabric, cut it in half, one half is for the pants and the other half is for the jacket.

for a suit the pants are accompanied. when the pants and the jacket are not from the same swath of cloth, the pants are then unaccompianied.

it is, i guess, called 'smart casual'. i dont frequent establishments where a sports coat would be overdressed.

im at a bar right now, not a dive or a sports, but a, to borrow a whiskey phrase, would be middle shelf.

i drink far too much to be able to afford the high class, flashy, downtown joints that i would like to frequent ( they are closer to the streetwalkers..)

but hipsters are, in tarana at least, liberals. i dont even stop at red lights because the colour, i find, references the middle of the three socialist political parties of canada.

ambers are far too close to orange, so i oft throw caution to the wind.

(did i mention im the most handsome gentleman in the establishment?)

the difference between a sports coat and a blazer are subtle yet obvious. blazers have metal buttons whereas aports coats are.. plastic(?); think rick astley in his, i want to say the blue double breasted in never gonna break uour heart, blazer - sports coat, think sunday early afternoon brunch.. it is an 88% wool and 12% silk mix- which i think might be a sin. the jacket was my grandfathers, its older than i am, and worth twice as much.

thank you, vic. i so rarely get to discuss mens fashion :(

I agree that 'quarter of' is 15 min before the hour. Grew up hearing that and have said it all my life.

And, while I never picked up the usage, I immediately recognized 'tuesday week' for exactly what it means.
