Easy fix.

Adjust the permanant bonuses for EXPRESS so that they are much higher. ie. In some instances Alliance even has higher % per day, which makes no sense to me.
I placed my suggestions in (%).

I got my #s by multiplying alliances bonuses by 60 (for 60 days) and then dividing by 4 (4 days of EXPRESS). All costs should be adjusted to 8 (except free GDI).

I don't have a particularly strong opinion, but I would like to voice a potential concern. The new numbers you propose may be well-deduced, but the changes seem pretty large so it is worth being a bit careful. For example, .25% to 6% for luck is an especially significant ratio of increase.

Have you taken into account the higher number of stocked turns in express? It seems to me that this condition causes all the bonuses (all else being the same) to be much more powerful. For example, with these proposed numbers I can hold turns for two days, and just about begin with roughly -57% building costs.

Very solid concern. Perhaps cutting my suggested numbers by 50% would be more ideal.

I have mentioned bonus tweaks. Some are just completely underpowered in comparision to the others. It be cool to see a round with your current suggestions in place and see how the round progresses. Even with the stocking of turns.

I will say I am sure C/I would continue to dominate, possible with some great ease with such high expense reduction in such short time.

people will just play super delayed.. nobody will be playing turns for the first 2 days.. just store up bonus points and use them on the 3rd day and u'll have a super country
