The booms seem to be give between three times what you would otherwise get and four times. I keep meaning to do a bit of arithmetic to see how that stacks up against extra turns and never seem to get round to it (I usually play techer so booms are not generally my thing).

Expenses work well except on express. You get to 50% or more on Alliance. On express you are only going to get a few bonuses and so won't get to more than 5% or so. I suspect that after GDI, turns and booms are probably best there. I have done zero arithmetic on this, however.

Luck = Lots of missles

Luck effects far more than just missiles. It shifts the curve on chance events like booms and shortages, and increases your luck regarding explore returns.

It helps in all of the random probability events.

I like dropping the expenses as a tyr :)
