Not sure if timing can be adjusted. Mine comes shortly after the express set ends.

The bonus is quite significant in Primary and tourney, useful in Alliance but of very little significance in Express. You can use it for GDI - particularly if you are a Theo. But otherwise it isn't worth worrying much about.

can't be adjusted like other bonuses, if makes post before sunday 23.59 gametime then gets bonus.

some weeks you get it (if you time your weekly post appropriately) and some not.

Patience: Yep, I'm with ELK and Marshal.

ELKronos: Patty is more hairy.

Gallery: K at least I am to my expectations now.
