what would make you think that? i get his record... but looking at his countries, i don't see the best setups
he stayed Mon very late with rather low land. Had a fun new years and looks to have taken a 5 day break, had to of lost some turns, and very few strategies would allow for that kind of a break

he changed to Tyranny after the break and started farming bots....

now one option that rings in my head, landthin early cause he was building up cash/stock to do those oil buyouts earlier

And I agree with the first part, someone will definitely break 2bil.

But I don't know if 10 people will break 1billion. The last five sets have only averaged 2 countries over 1 billion with 10th place being around 300-350 million (except for two sets ago when everyone was humping trees like crazy). I get that there's more land now, but still..
