so in theory you could stockmarket jets because you don't really need them unless you really got to attack?

the answer is no and yes. military on/on the way to the market doesn't consume food.. but your expenses still remain the same. So Marshall is wrong.

Units away on a PS also don't consume food.

So "stockpile" your jets by sending them to work.
