Much like another server, could we try having Special Attacks off limits unless the attacking country has hit you multiple times? like maybe 5? 10?

I'd just say, unless you are in a tag of 5 members or more you cant do special attacks against people who havnt hit you at least once in a set.

tag-based special DR is something we've thought about in some contexts (team perhaps); but haven't put too much thought into it yet; it might be a bit complicated...
