And the second best way is to just start grabbing and then if you find a fellow techer that looks solid in a spy op, send an offer instead of grab... then if they're full, spy on alliances and then see if their ring is all full or not

In forum can work. A lot of people don't check the forums. I find most alliances most servers can be found by spamming people in game. I do recommend a spy op on any offers if the country is already established. I have been burned a few times by people not teching in here and primary.

how is asking for tech allies not coordinating on a solo server?

by any definition, you are coordinating your play and thus deserve to be deleted and never to be allowed to play again.
