It means if he's a techer and generates 11,000 tech per turn when using the 'tech' option in the menu.

i just cant see how that would be possible to do. what is a good overall amount of tech to have in general. Also what is a good amount of defence to have. I get to a point and get hit by land grabber he only hits once but it sets me back i cant seem to break a certain level

good amount is maxed techs whatever techs your strat needs, defense depends how much land you have and other things and there is no right answer for that but 10 turrets, 5 troops and 1 tank per acre is ok, of course if you get attacked by country mostly having jets as army then you can't do much.
