Over. Easier to grab the paper. And since the edge is hanging away from the wall, it doesn't touch the wall either and stays clean. If you are particular about cleanliness, don't use the first piece you tear off since that is in contact with the previous user.

Under is clearly superior.

If you have a cat or something that claws from the front they unroll the whole damn thing onto the floor and make a mess. Under, it flips back and does nothing but annoy the cat.
