Why, no, Syko_Killa, I had not heard of this before. I don't frequent weird extremist conspiracy theory websites. However, in the past when this same thing has come up (including the last time we faced a gov't shutdown, post-Katrina, post-9/11, at the start of the Iraq and Afghan wars, etc.) I have been known to go take a look.
FEMA-related conspiracy theories have actually lasted through multiple presidencies and don't seem to be based on the party in office. Anarchists and crazies are kinda equal-opportunity. They tend to pick up some semi-crazies from whomever opposes the party currently in power as those semi-crazies are thirsty for anything that supports their "XYZ is EVIL and plans to destroy your life" belief. This seem especially true of the anti-Obama camp, but I am not sure if that is because its Obama, because he's black, because he's a Democrat or just because we have been getting crazier and crazier and he's the most recent President.
I tend to think the latter.
BTW, we are NOT in a state of civil unrest. Not even close. We just had close to 1M people go through DC (bikers and muslims at the same time) and there wasn't any rioting. A few crazy shooters getting extra media attention does NOT equal civil unrest.
When you see your state capitol building on fire with effigies of political leaders strung in the trees around it, that is civil unrest. Heck, even the looting in L.A. following the Rodney King trial was just local rioting, not a national crisis. The massive protests across the country by the Occupy movement broke laws in many cities simultaneously and wasn't considered civil unrest.
Civil unrest that would require martial law is when there is large amounts of damage to both property and life, no sign of it stopping or slowing down, beyond the control of local law enforcement, not localized to one area, etc. We aren't anywhere close to that.
Now if the NRA issued a call for all of its members to go out and shoot the nearest democrat on Oct. 1st, that might be another matter. :)
