It should be FA as FR means your relations with the other party. Foreign Affairs is more broad and covers more areas than FR.

Foreign Relations makes way more sense. There's a Relations page ingame where you set up your "domestic" allies, if we consider tag to be your country and the actual "country" to be a state therein. So following that nomenclature, tag-level relations would be under a menu called Foreign Relations and would allow you to access relations between other tags.

Like Xin said, FR is an unused acronym whereas FA can stand for Foreign Aid. If you ask me for an FA, do you mean you want me to send my foreign relations officer to you or are you asking me to send your country aid to make the problem go away? Time passes, people make bad and rash decisions, everyone loses land. Except LaF, we gain more land by you all using the term FA, so please keep using it.

if you were asking for 'an' FA then you are referring to a person. If you were asking for aid, and used the acronym 'FA' you would need to ask for an 'FA package'. Otherwise it would not make sense.

there should be no confusion between Foreign Affairs and Foreign Aid.

FR is when you're negotiating LGs/Retals. FA is pacting/decisions of war or peace.
