I play on the primary server and for some reason I am unable to join the GDI. When I click to join it loads for a second and does nothing. I've read the rules and I haven't attacked anyone or performed any spy op in about 4 or 5 days. I'm attacked daily by the top players and would like to join the GDI already. Can anyone tell me how to do this?

You may not join if you ever did a harmful attack or spy op. Depending on the strat I'm playing I usually join gdi once people start attacking. I don't like having my cs leveled -_- and I'd prefer to not have to worry much about army in the beginning. People are lucky I didn't know a team trying to kill me in express is against the rules.

And if you are just starting the primary server is it really worth it? It resets soon.

I'm not just starting, I've been playing for about a month. Also, the primary server doesn't reset soon, it goes until July 3rd. Perhaps you're thinking of another server?

Perhaps. I play express mainly.
