most of the changes have to do with limiting ghost ar creation and the costs to build a big one .

The changes won't affect you that much. They'll reduce the effectiveness of land-trading, but it will still be the most effective way to play, and everyone else will be hit with the same changes.

It's just a step towards making grabbing/exploring more competitive by limiting the strength of land-trading (and by slightly strengthening exploring).

The biggest part from what I could tell is that dict won't be quite as powerful for land-trading. It might actually be worth it to land-trade as the government you intend to end up as to avoid the 14% hit for changing governments.

But then again, I don't ever do the math. I leave that to guys like AndrewMose. I just read what he posts on our strategy forum and do that. :)
