fair point 133tz, I thought i made a mistake so even re-spy opp'd the guy to be sure and got same result.

Actually got first post wrong his over all expenses were about 0.5m, his jets were only about 170k of that.

12m jets, industrial based economy, no military bases and insignificant amount of military tech and still +0.5m cash flow??

It's impossible, good chance you're reading it incorrectly.

a positive cash flow of 500k no i do not think it is possible.
a negative cash flow of 500 K then yes

as a republic,
with biz/res tech above 170%
mil tech around 83%
expense bonus above 25% <<-- Not possible on express though

approx
25 mil turrets, 2 mil tanks and 1 mil troops
= -2.2 mil as a fascist with the above modifiers

so even if you said it was only 25% of the expense due to half the military and the country being a republic vs. fascist... the country would still have a negative cash flow.
