Troops = 1 offense / 1 defense
Jets = 2 offense / 0 defense
Turrets = 0 offense / 2 defense
Tanks = 4 offense / 4 defense
You can know how much defense you have without looking at how much the person attacking you is sending. Just add it up and multiply by bonuses (weapons tech if you have it, or dictatorship government).
When people ask for defensive allies, the amount of defense they want depends how far the round has gone. If you can avoid getting attacked too much you can be a good defense ally for someone.
If someone is attacking you a lot, you've either run into someone looking for a fight, or you are quite inadequately defended. You need to boost your defense and get your country defended in order to stop it, and you may want to fight back against the person who beat you up. If you can't attack him back with a standard or planned strike, you can try to hit him with an artillery barrage or missiles.
