Based on posts from Pang and qz, definitely don't think that's the case. Qz says that mod decision making is a bit like "common law" (in the sense that there's discretion) and Pang came up with the DR rule.

87's farming probably had more to do with #184's play. Some people update their eestats and track DR often, as I do myself. If you do that AND someone hits you and goes to DR 0, you are going to farm them immediately especially if it a noob that you have already double tapped.
