Currently, you can declare war on a country even though it's out of your humanatarian range.

how about you can't declare war if it's out of your humanatarian range? or you can declare peace right away.

good idea but those who farm small countries wouldn't need to wait 72 hrs if they decced to too small country.

How about you attack someone more than 1/12 your NW? Bully!

It would also be nice if there were a further action, like Declare Total War which would allow you to hit anyone with some greater penalty, like decreased production and chances of riots or civilians fleeing like stir rebellions would cause. Preferably strong enough that it would be less useful for farming and more useful for war (and even to some extent, retaliation by those who are farmed all set and then have their attacker jump out of their range, even if they have limited capabilities to retaliate).

How to declare war

goto warroom and then type number in that box under military status and then on that drop down-menu select declare war.

Try declaring war on yourself. That's always fun.
