I propose a user-configurable URL field against the country. A link to the URL could then be seen by the other players on the server, perhaps as a small icon before or after the country name in the scores/clan list, or when you search for a country.

My own usage of the field would be to a picture or a page hinting at the meaning of the name of the country.

No. He means an editable public description for every country, where people can post stuff about their countries, their owners or their retal policies. In this case, he restricted the public description to only be an external link.
