Don't forget; when every other alliance gets involved, *someone* is going to have to be left out for policing actions. Especially with the entanglements of pacts and such.

ya why can't we just say fluff the pacts and make it a good one - just for 1 set. this does bring out how pacts work and how they complicate things.
