i didn't play this set, so i didn't follow the market too close, but it seams that there is always an oil buyout a few times threw-out the set. why not just expect it, plan on it. buy up oil in the start when it is super cheap, say under 100, keep your cash at almost nothing, place enough oil @ say 500 range or so to get you to 2 bil with every country. you could do it a few times threw-out the set.

not really a buyout that i know of

i did destock about 300mill bushels on each of my countries to hit DK, and when all else was bought i bought oil

how else am i going to hit with my 45mill troops?
