Why when my offensive ally does SS/PS with Jets only, am I losing Troops and Tanks?!!?

Is the a bug, that wants to screw over my beautiful defenses, or is this working as intended?

It's not a bug. All your units are used to give offense no matter what units your ally sends.

This means that if you have 1m troops and your ally sends 1m jets you will still aid him with 250k troops which is the equivalent of 125k jets so your ally's power will be 1.125m jets.

remember that even if you don't want your units to go help your allies, the units want to fight!

so everyday ps your troops and tanks away.

i think ps'd units help on defending, not sure and wiki doesn't mention it.

ps'd units do not help with defending. If you ps away all your troops and tanks, you become extremely vulnerable to ABs and GSs, and would only have turrets for defense against ss/ps.
