Well this is how I think it happened:

Everything here is PURE speculation:

NBK had plans to FS someone, but had no idea who.
Tiny came to NBK and told them rumors said CC and PAN were FSing them in 3 days.
NBK leadership reacted accordingly and proceeded to spy all Pan and CC countries in order to FS them first. (not missing once)
But as some in NBK have come to luv Havoc, it was confirmed by PAN that they wouldn't FS NBK.
NBK heart broken, decided to FS CC and hope they would call in someone as NBK had no major reason to randomly add another tag to CC.
NBK hoped CC would pull a decent fight, and even better call in someone to even the numbers, however were deeply insulted by CC reaction.

That is how I think it happened
