Since you asked for "new" alliances, I'm going to assume you don't want one of the big established clans, but you want one that you can help out significantly with.
CC/Cerevisi is new, in a way, but is really a merger of two previously existing clans (SoF and Doom/AoDT). They're a very good alliance--one of the best in my mind, but they're not really new in my opinion.
Xtinct is a new clan and put up an impressive war against Swords. They're currently around 130 countries, so another member could make a significant difference if you intend to play all 16.
Revolt -- don't know much about them. They're certainly more than a one-man tag, but they're still only ~60 countries, so you're looking at a 4-6 member tag most likely. They seem to have some decent countries, but are lagging behind Xtinct in ANW, which seems bad, since Xtinct warred and as far as I know Revolt hasn't.
Ares -- Sort of a similar situation with Revolt. I don't believe they've warred, but they lag behind both Revolt and Xtinct in ANW, but they are bigger than Revolt at around 85 countries. They're more noticeable on the boards than Revolt, with a few of their members being fairly talkative, but not being the type that will get you in trouble.
The last comment is actually true for all three of the previous ones. Xtinct, Revolt and Ares all seem to realize that talking big as a "young" and smallish clan isn't really the best idea in the world, as I haven't heard them barking much on FFAT as some people do.
There's also HTM, but I don't know a thing about them, and they're tiny (32 countries, 2 members), and a whole bunch of 1-man tags, led by ESD (Dragon), LCoH, and TeFallen.
Or if you want to join a more established clan, TKO, PANLV (my clan) and FoCuS are probably the most reliable netting clans, although both us (PANLV) and FoCuS are in a war, and IMP, CC, NBK seem to be the most reliable for warring.
Hopefully that helps. If you want to join us in PANLV, we'd be happy to have another body around, but as I said, I assume from your post you're looking for a smaller newer clan where you can make a bigger impact, whereas PANLV is typically in the top 2-3 in membership each set with NBK and random other tags jumping up past us.
