I somehow went from 20% bonus defense to 17%. My membership also expired and I renewed it in middle of set which could have been a factor in this bug. I post it in TEAM so maybe a mod could verify it.

Did you make a government change?

weird, earlier in the set when I spied you it said you had 24%. Are you sure it was only 20? Is that the cap?

I just spied you, and it says you have a 20.4% defensive bonus. Maybe thats what it always said and I thought it was 24.

Either way., it's now saying -> Defensive bonus: 17% to me.

The govt change takes away from your bonuses too. -14% of 20% is about 17%.

He did change govs, which is likely the cause, as Tmac stated changing govs does also take away bonus %s on certain things.

I think there were at least one or two odd categories that do not get taken away maybe Tmac knows more about that.

bonus points are not lost but permanent bonuses are. You lose X% of your instances of that bonus, rounded normally.

So if you spent on defensive bonus 10 times and your switch loss is 14% you will lose your last 0.14 * 10 = 1.4 = ~1 bonus placement on defense. if you had taken 11 bonuses on defense you lose 0.14 * 11 = 1.54 = ~2 last instances of that bonus. If there are categories of permanent bonus that work a different way I have no idea about that.
