I know success rates lower as you do more harmful spy ops, but does the same apply to having 0 spies?

Yes, you can fail an op on someone with 0 spies. Fortunately, your losses will be proportional to the number of spies they have - 0.

its nature of the beast otherwise 0 spy or low amouunt of spies countries would get stirred and demoed alot before landgrab or special attack.

I mean, doesnt that make sense? Don't have enough spies, you get taken advantage of, just like if you had low turret or tank counts

You can have 1 million spies and fail on a country with 0 spies if the target is already spied out.

no it doesn't make sense but it exist so 0 spy or low spy countries aren't that vulnerable.
