I have standing orders for a trillion troops and a trillion tanks but NOBODY is selling lol

We did it before I'll start the one word story again:
Once

I'm attacking someone. When I do a standard attack Im either successful or it fails. It's back and forth and that's fine. But EVERY time I try to use a missile - it says that GDI authority won't let me. Why can I use standard strikes against this joker until the cows come home but can't launch a missile?
Also I tried declaring war but get an error message.

Is there a research technology that helps your forces regain readiness faster?

Two separate issues.

Issue 1. I tried to log into the game using my old stuff from a few years ago. I couldn't remember so I clicked the password reset option and never got the email. Finally had to set up a whole new account.
Issue 2. With the new account it wants me to verify my email. I have never received an email from the game to do this with ( yes I've checked my spam junk mail folder)
