I believe #6 and #17 are working together or someone running multi.
The ops and attacks can't be "random". Neither should know what spy ops have worked or not.
Plus, I sent a message to #17 asking what their deal was, and the other country started attacking me. So yes, friends, clan mates, whatever.
#17 called in help when the other couldn't do much to me anymore. #6 then declared and launched way more missiles than most would have in tourney.
