FA is disabled on solo servers, you can un-ally your trade pacts now - they serve zero purpose on solo servers.

As for what techs to tech, you generally tech the techs that is selling for the most price on the public market to maximize your income (after you have gotten a base amount of res/bus/weapons you want your own country to have).
