Step 1:

Turns are replaced by gems and coins

Every X mins you get 2 gems depending on server
Every X mins you get 1 coins depending on server

Building costs gems
Research costs gems
Explore cost gems
War room cost coins
Spy ops cost coins
putting goods on market cost coins

Step 2:

Create an app with simple fluff like:
a visual representation of your country with the buildings
cool explosions when u suicide another country with ABs
simple raping and pillaging graphic for landgrabs

Step 3:

create a store

sell gems for 5.99 24.99 etc the more you buy
sell coins for 10.99 25,99 etc the more you buy
sell megapacks for $100, you get coins, gems, cash, bushels, jets for a low low price megapack
sell skins for $5 dollars, things like your tanks being replace by trucks of peace and they have aloha snackbar speech bubbles everytime you AB someone

step 4:

create a new server that never ends, let the whales Pay 2 Win

step 5

all the people getting shrekt constantly by the whales spending 1000$ will come to other free 2 play servers
