Honestly I'd like the restart bonus if it eliminated 100% of your stock and military and techs but let you keep like 40% of your acres and buildings. Id be ok with that narf. Prevents the 5000 spal restarts with enough stock to survive. Prevents restarts from breaking oop etc. But also you dont have to start totally fresh.

I like that better than the two restarts rule you suggested and req adopted.
