Locket, to play devil's advocate, if the people doing retals are in a significantly smaller clan consistently being farmed... Well, there are only so many retals the entire alliance is going to be able to perform in a 24 hour period. Its not just a matter of being able to get enough jets to break, the retallers need to try to come out ahead to discourage further hits against them. The amount of time your troops are out on a PS hasn't changed.
In short, LaF is already getting heat for being a big bully. Policies like this aren't going to help improve your image.
