i dont believe it. the 6% is more than your income. not only is the demo making 6% more income he's getting everything 6% cheaper. and again, the tech bonuses that dems have. the weapons science and mil strat boosts are nice. youre talking about something like 4 turns out of 60. you cant count the 4 as only out of 15-20. every turn is a turn.
