Sure there is, if you randomly spy-op any alliance out there, they should have about 36 turns on average on them. If you spy them late euro time (before US comes on), they probably have about 50, just from not having logged in for 18h.
An average of 55 turns available/country sounds perfectly normal for an alliance not storing turns (especially with a couple of not-logged into countries or cashers waiting for the food market to crash).

Yellow alert and logging of with say 40 turns should result in a much higher available turncount.
