if you are in gdi, then they would have to declare war on you to get an op on you, or attack you... if they are not in the gdi networth restrictions... so that would help narrow it down a lot if you are indeed in gdi :P

its most likely a dictator you are looking for... because of the spy bonus, with good spal of course, and probably has a bunch of spy tech also

i had someone stealing tech and cash earlier in the set... especially when i had lots of cash on hand because i didnt want to pay the high food prices...

i found that if you have less than 1bil cash on hand, then there is usually a better target than you out there, so they move on... so i never bothered to look for the thief... but if you do, good luck
