1) Implement custom game rules - COMPLETED
2) Test custom game rules - COMPLETED
3) Change PS bot and spy bot - COMPLETED
4) Change standing orders - COMPLETED
5) Improve spy op support - COMPLETED
5) Update NPC code - COMPLETED
6) Improve country search - COMPLETED
7) Give third party site owners 1 week to support the new server

Finished all major development at this point. Just a few odds and ends remaining.
