Obviously there is a very limited amount of recon one can do without telegraphing your moves completely, so you can't actually message and talk to anyone.
And, as you can see, those were Evo countries at the end of reset, not LaF countries. But yes their history with LaF + not being part of the FA helped with the idea that they would leave us alone. You can see the 4 names who did FA posted above, which is about how much we took out (maybe 1-2 more? would have to check).
